The party fears that doing so would cut into voter support in the crucial contest, sources said.
The LDP learned a bitter lesson after voters reacted when it allowed back 11 postal rebels in the Lower House in early December. They were expelled from the party in 2005 for voting against then Prime Minister Junichiro Koizumi's postal privatization bills and winning seats as independents.
Opinion polls soon after they were reinstated showed the support ratio for the Cabinet of Prime Minister Shinzo Abe had plummeted below 50 percent. In the Asahi Shimbun polls, support for Abe's administration fell from 53 percent in November to 47 percent in December.
"If we reinstate more rebels, voter support will drop further, and we would fight a losing battle (in the July election)," a senior party official admitted.
The decision could hurt the former LDP Lower House rebels who had hoped to seek Upper House seats with support from the ruling party.
Now, they will have to forget about running, or stand as independents. Some may choose to run under the flag of other parties.
Of 17 postal rebels who lost their seats in the September 2005 Lower House election, nine are unaffiliated with a political party and aim to return to national politics.
Of this group, the LDP had considered readmitting three former lawmakers who had sought LDP endorsement in the July election: Seiichi Eto, Eita Yashiro and Takao Fujii.
If reinstated, Eto and Yashiro had hoped to run under proportional representation, while Fujii planned to run in the Gifu constituency.
The LDP consulted its junior coalition partner New Komeito and others about their reinstatement, but met with stiff opposition.
Thus Eto and Yashiro won't be able to run in the proportional representation on the LDP ticket. Eto may still run as independent from his Oita prefectural constituency, as Fujii plans to do in Gifu.(IHT/Asahi: January 15,2007)
