Nope, just as long as the hoodie isn't too thick because otherwise it will be really uncomfortable and it will make you look loads bigger than you are.

Oh, I do it all the time! A turtleneck sweater looks really classy, but a hoodie works too! Actually the hoodie with the peacoat has a certain look to it that I can't describe, but it's fine to wear them together :)
No, it is not strange, especially if the hoodie is slightly snug and fitted.
You could also consider buying a blazer to wear over your hoodie! The combination evokes a classy yet casual, laid back style.
Have you also thought about wearing a sweater inside a pea coat/blazer? Perhaps, a t-shirt under a v-neck, thin sweater, or cardigan, with the heavy outerwear over this?
And don't forget scarves!
