Having been to both places it is not a difficult choice.
I was in Hongkong last year and it is not true that many people speak English. I had a hard time finding anyone who does. Many people are on the border of being cold and rude. For Returned Peace Corps Volunteers (RPCVs)::
Other factors to consider include the overall testing in China, including Hong Kong, Korea, and Do you want to live in an urban or rural community?

For myself, i will choose over HK
1. efficient transport system
2. almost entire island have some english proficiency
3. good food
4. nice shopping
