Are you using ICS or other NAT software?
yes. wingate (NAT mode). i could see "wingate.exe" (trusted) passing thru well over OP, as well as client pc's passes thru wingate. but if this client pc access the net for ftp, irc, ym, some gaming or database sites, the blocking began.
this is a sample database site that gets blocked ONLY if accessed over a proxy: https://charlotte.ovid.com <--you may test it!
it will get through over a regular browser on standalone where OP is installed, but not if accessed over a proxy. you will notice the log is indicating blocked (System). the access origin was from wingate (w/c is trusted) i dunno why it gets blocked by the "System".

It usually is possible to use Outpost with Wingate or other NAT software, it just requires more effort. Having the client PC's IP addresses listed in your LAN settings as Trusted should be enough since this should override the Transit rule (which has a low priority). An alternative workaround (if clients only need basic web/email access) would be AnalogX Proxy (http://www.analogx.com/contents/download/network/proxy.htm) (although your use of Wingate instead of ICS does suggest anything but basic needs). There are also other threads dealing with Wingate (like this one (http://www.outpostfirewall.com/forum/showthread.php?s=&threadid=7638) available with a forum search which may help).
As for an "enterprise version" of Outpost, you should ask Agnitum directly (www.agnitum.com/support/supportform.html).
Finally I did try that Ovid website link and was able to get the login prompt using an anonymising proxy - if you care to supply a username/password I can test further (by PM if you wish to keep them private).

What versions of Outpost and Windows are you using? How are you accessing the Internet? (dialup, DSL, cable, satellite, smoke signals...)
The transit rule should only come into play when neither the source nor destination addresses match any network interfaces (see the Outpost Rules Processing Order (http://www.outpostfirewall.com/forum/showthread.php?s=&threadid=8394) FAQ for more details).
I had no trouble accessing the site but your comment about being behind a server needs more detail. Are you using ICS or other NAT software? If so then have you followed the setup instructions given in the LAN and DNS settings for V2 (http://www.outpostfirewall.com/forum/showthread.php?s=&threadid=7338) thread? Can you access the file from the server itself? Can your client PC access the Internet with other software (e.g. email, browser)?
