Inquiry is part of the national science standards- it is required that students of science actually do science the way a scientists would. Teachers who refuse to believe that science in the classroom and science in the world are linked are out the door for retirement in the hot arizona sunshine!
Explicit Direct Instruction (EDI) is such a system that is very effective at teaching any subject. I use it to teach science. It comprises distinct steps:
1. Tell the students the learning objective (must include a skill and a concept)
2. Discuss with students what they already know.
3. Teach the concepts related to the learning objective.
4. Teach the importance of the lesson.
5. Teach students explicitly how to solve the independent work.
6. Guide students step-by-step through the independent work.
7. Ask a series of questions to find out if they students understood the lesson before giving them any independent work.
All of these steps include numerous cognifive strategies, SDAIE stragies, and checking for understanding.

I was referring to the actual Physics by Inquiry method, not inquiry in general. I think inquiry has its place (although it can't beat direct instruction for most lessons), but I have found the actual Physics by Inquiry method to be a rotten teaching method. My opinion, only.
